FastAPI

The project was created when async was starting to become popular and integration wasn't at its best. Years later, async is now a first class citizen of most libraries. FastAPI is a promising project which meets the requirements of ShortenIT. This ticket is to track the work on the migration from the current setup to FastAPI.
